Small Islands
Blue Circular Hubs
for a 100% Renewable Future
Ministerial Panel and Multistakeholder Dialogue
June 11, 2025 | 12:15 – 13:30 CEST
EVENT ID 67, ROOM 2 (Blue Zone)
OFFICIAL SIDE EVENT co-organised by
Government of Tonga, UNDESA, and GTI Foundation
Summary
This UN Ocean Conference side event, hosted by the Government of Tonga in cooperation with UNDESA and GTI Foundation, focuses on the feasibility and benefits for SIDS to transition to 100% renewable energy. In particular, SIDS can leverage their vast marine resources and offshore renewables potential to foster flourishing blue economies.
The event highlights best practices from the 100% RES Islands Initiative and emphasise circular strategies for island resilience and prosperity, including by enabling a sustainable tourism. A panel of SIDS ministers and global leaders from industry to civil society facilitates a multi-stakeholder dialogue focusing on policy recommendations and island-led solutions to accelerate energy transitions while empowering communities and safeguarding ecosystems.
About the Conference
The third United Nations Ocean Conference (UNOC3) intends to bring together all UN member states, their heads of state and government, international agencies, local authorities, civil society, the private sector and international donors, focusing on “accelerating action and mobilizing all actors to conserve and sustainably use the ocean”.
UNOC3 will seek to support the implementation of Sustainable Development Goal 14 (SDG14) “Life below water: Conserve and sustainably use the oceans, seas and marine resources for sustainable development” with three main priorities, in order to produce an ambitious Nice Ocean Action Plan: Working towards completion of multilateral processes linked to the Ocean; Mobilizing finance resources for the SDG14 and support the development of a sustainable blue economy; Strengthen and better disseminate knowledge linked to marine sciences to enhance policy-making.
Event description
Islands are especially vulnerable to the impacts of climate change, yet they also hold immense potential to pioneer innovative solutions for a sustainable future. Among their structural challenges is a limited land area: Small Island Developing States (SIDS) have Exclusive Economic Zones (EEZ) on average about 28 times larger than their landmass, which clearly emphasises islands’ need and potential to sustainably utilise marine resources.
This event, co-organised by the UN Department of Economic and Social Affairs and the Greening the Islands (GTI) Foundation, will explore the interconnected opportunities of the blue and circular economies for building climate resilience and revitalising island economies. Central to the discussion will be the transition to fully renewable energy systems, with particular focus on offshore renewables. Islands are uniquely placed to demonstrate the feasibility and benefits of transitioning to clean energy, showcasing a pathway to decarbonisation, economic growth and diversification, and self-sufficiency. Indeed, the energy transition can allow islands to reduce reliance on fossil fuel imports and stabilise energy costs, develop new industries and jobs, lower pollution and enhance climate change adaptation, all while attracting green investment and boosting sustainable tourism. By harnessing the potential of offshore renewables, small islands can create a more sustainable, resilient, and prosperous blue economy that benefits both their communities and the environment and empowers them as green destinations. Careful planning and siting for the integration of offshore renewables can not only minimise impacts on marine ecosystems and biodiversity but also enable powerful synergies with other blue economy sectors such as sustainable offshore aquaculture and maritime transportation, marine conservation and coastal protection.
The event will feature successful examples from islands participating in the GTI 100% RES Islands Initiative and highlight innovative case studies and recommendations from the international programmes Dialogue4Tourism (Interreg Euro Med) and Reboat (EU Horizon 2020). Diverse stakeholders will be involved to provide concrete examples of how islands are leveraging their marine resources and embracing circular, nexus-smart, renewable-based solutions to drive a thriving blue economy and sustainable tourism. A multistakeholder panel will delve deeper into related challenges and opportunities, fostering dialogue and collaboration between policymakers, civil society, and private sector actors. Key themes will include:
- Blue economy: Exploring sustainable aquaculture, marine renewable energy, and eco-tourism innovations as drivers of local development and economic growth.
- Circular economy: Examining new business models and sustainable waste and resource management strategies for minimising environmental impact through reducing, reusing and recycling.
- Community engagement: Highlighting the crucial role of local communities in driving sustainable transitions and ensuring shared benefits.
- Policy frameworks: Discussing enabling policies and financing mechanisms to accelerate the transition to a 100% RES future for islands.
- Sustainable tourism: Inspecting the role of the blue economy and international cooperation in turning islands into green destinations. This event aims to inspire action and encourage partnerships, leveraging island’s leadership to create a sustainable and prosperous future for all.
